Abstract

This article deals with the Papua conflict occurred between the Jakarta-based Government of Indonesia and the Indigenous Papuans living in Papua and West Papua provinces. The vertical conflict begun in 1963, the year the  half of western part of the Island of New Guinea was incorporated into the Republic of Indonesia. It has brought about a lot of damages. The government, without consultation with the Papuans, has adopted several policies, but as of today the conflict remains unsettled yet. In seeking to resolve the conflict, this article proposes a conflict transformation approach. This approach will allow all stakeholders to actively participate in determining a policy that addresses both the conflict and its root causes. The article describes some indicators and the nature of the Papua conflict, explores the concept of conflict transformation, presents the role of dialogue, identifies stakeholders, and proposes five phases of dialogue process to peacefully resolve the conflict
