Abstract

Hubula people in Grand Valley Balim, West Papua,  have their own concept of leadership. They always use the concept of kain.  The powerful men in their communities  are called as ap kain or ap kok (singular form, means poweful man or big man) and ap kaintek or ap koktek (plural form, means powerful men or big men) by them.  In each level of the socio-political and the religious community, instead of a singel leader, they have many leaders. Each leader in each level of community fully participate in every activity according to their position and role which is established in sacral house kanekela. One or two among these leaders in kenekela will reach their high status in society as ap etaga pogot (the men name sky or warriors) according to their achievements in the life (warfare, socio-economic affairs, or religious activities). It is achieved status system of leadership. But today in Wamena town appear a lot of leaders from low level social and religious communities to the high level communities and each man claimed himself as tribal leader (kepala suku). These social realities are confusing  condition in Wamena today.
